On Tuesday April 16, 2019 Worcester Police responded to the area of 28 Harlem for a report of gunshots and a person who was shot. Upon arrival officers located a male who had been shot in the abdomen. The male told officers that he had been walking to a convenience store in the area of Ward and Stone Streets when someone shot him.
After being shot the male was able to run to Harlem Street where he was able to call for his roommate before collapsing outside.
The male was taken to an area hospital to be treated for the gunshot wound and where he was also questioned by Worcester Police detectives about the shooting incident. The male told detectives that he saw another male in a gray sweatshirt down the street from him holding a gun and arguing with a female and another male.
Officers went to the store that the male gunshot victim said he was walking to and learned that inside and outside of the store there was some type of altercation before the gunshots.
Officers were able to view video footage from in the store which showed an altercation between two males at 6:33 p.m. After the altercation in the store one of the males pulled out a handgun and followed the other male out of the store.
The male with the handgun was identified as Jesse G. Ouellet and upon further investigation of the incident and viewing of video footage collected, it was learned that the other male in the store had entered the store at 99 Ward Street known as S&A Market and was assaulted by Ouellet who was already in the store purchasing cigarettes. Ouellet repeatedly punched the other male until the fight was broken up and the other male was able to run out of the store.
Ouellet pulled out a handgun and ran out of the store after the other male. Once outside the store Ouellet held the handgun out where the other male could see it and they both continued to argue. Ouellet then walked towards 92 Ward Street and he was followed by the male and a female.
The male and the female a few minutes later returned to the store with Ouellet. While in the store the male attempted to punch Ouellet and then ran out of the store at which time Ouellet again pulls out a handgun and runs after the male outside where again they had an argument.
Ouellet walked away towards 98 Ward Street where the male ran up behind him at which point Ouellet turned around, moved towards the male and fired two shots. Ouellet attempted to shoot the male that he was in an altercation with however he missed and the the other male who was walking to the store was shot instead.
Additional video footage from the area shows Ouellet pulling the handgun from his right pocket and pointing it at the male who he was in an altercation with. Also on the video viewed by Worcester Police detectives, a muzzle flash can be seen coming out of the barrel of the handgun after Ouellet fired the first shot. The male then ran back towards the store and Ouellet fired a second shot.
A warrant for the arrest of Ouellet was issued and Worcester Police sought the help of the public for information on where Ouellet was at.
After months of being on the run, in November 2019, Ouellet was added to the Massachusetts State Police list of Most Wanted fugitives.
On Thursday, December 19, 2019 the Massachusetts State Police Violent Fugitive Apprehension Section, with assistance from the State Police-Brookfield Barracks, US Marshals Service, Worcester Police, and West Brookfield Police arrested Ouellet at 25 John Gilbert Rd. in West Brookfield.
Ouellet was taken to the Worcester Police Department to be booked and then was transported to Worcester District Court.
On docket 1962CR002432, Ouellet is charged with carrying a loaded firearm without a license and attempted A&B with a firearm.
On docket 1962CR002428, Ouellet is charged with armed assault to murder (two counts), assault and battery with a dangerous weapon serious bodily injury, assault with a dangerous weapon, carrying a loaded firearm without a license, carrying a firearm without a license, possession of ammunition without FID card, firearm within 500 feet of dwelling and A&B.
On docket 1962CR002428 and docket 1962CR002432, Ouellet entered a plea of not guilty and after a dangerousness hearing on 1/2/2020 was ordered held without bail for 120 at the Worcester County Jail.
