Graham-Gilliam was the operator of the vehicle. When officers approached the vehicle they requested identification from Graham-Gilliam however he was unable to provide identification to officers. Graham-Gilliam provided a name and date of birth to officers that was false.
Graham-Gilliam and a passenger were asked to exit the vehicle; Graham-Gilliam attempted to shield his body away from Officers and reached into his sweatshirt multiple times.
